| AN ACT |
| |
1 | Amending Title 75 (Vehicles) of the Pennsylvania Consolidated |
2 | Statutes, providing for an education registration plate; |
3 | establishing the Technology in Education Fund; and providing |
4 | for payments to special funds. |
5 | The General Assembly of the Commonwealth of Pennsylvania |
6 | hereby enacts as follows: |
7 | Section 1. Title 75 of the Pennsylvania Consolidated |
8 | Statutes is amended by adding a section to read: |
9 | § 1366. Education registration plate. |
10 | (a) Plate.--The department, in consultation with the |
11 | Department of Education, shall design and issue an education |
12 | registration plate. |
13 | (b) Issuance.--The department shall issue the registration |
14 | plate for a passenger car, motor home, trailer or truck with a |
15 | registered gross weight of not more than 9,000 pounds. |
16 | (c) Fees.-- |
17 | (1) An initial one-time fee of $30, which shall be in |
18 | addition to the annual registration fee, shall be collected |

1 | by the department for each plate issued under this section. |
2 | (2) An annual fee of $10, which shall be in addition to |
3 | the annual registration fee, shall be collected by the |
4 | department for each plate issued under this section in each |
5 | subsequent year. |
6 | (d) Use of fee.--The fee paid under subsection (c) shall be |
7 | distributed as follows: |
8 | (1) Twenty dollars of the initial one-time fee shall be |
9 | deposited into the Technology in Education Fund. |
10 | (2) Ten dollars of the recurring fee shall be deposited |
11 | into the Technology in Education Fund. |
12 | Section 2. Section 1905 of Title 75 is amended by adding a |
13 | subsection to read: |
14 | § 1905. Payments to special funds. |

16 | (d) Technology in Education Fund.-- |
17 | (1) There is established a special account in the State |
18 | Treasury which shall be known as the Technology in Education |
19 | Fund. The purpose of the Technology in Education Fund is to |
20 | pay for computer technology in the public schools. |
21 | (2) All moneys received under section 1366(d)(1) |
22 | (relating to education registration plate) and all interest |
23 | received on the moneys in the Technology in Education Fund |
24 | shall be credited to the Technology in Education Fund. |
25 | (3) Subject to approval under paragraphs (5) and (6), |
26 | all funds in the Technology in Education Fund are hereby |
27 | annually appropriated to the Department of Education and |
28 | shall be used for the purposes authorized under this |
29 | subsection and in accordance with paragraph (4). |
30 | (4) Funds shall be allocated to public school districts |

1 | through a competitive grant review process established by the |
2 | Department of Education as follows: |
3 | (i) A district receiving funds from the Technology |
4 | in Education Fund in any given fiscal year shall be |
5 | ineligible to receive further grants from the Technology |
6 | in Education Fund for two subsequent fiscal years. |
7 | (ii) The Department of Education may establish |
8 | matching requirements for districts receiving moneys from |
9 | the Technology in Education Fund. |
10 | (iii) The application for a grant shall be made at |
11 | such time and in such form as the Secretary of Education |
12 | may require. |
13 | (5) Estimates of amounts to be expended under this |
14 | subsection shall be submitted to the Governor by the |
15 | Department of Education for his approval. |
16 | (6) The State Treasurer shall not honor any requisition |
17 | for expenditures by the Department of Education in excess of |
18 | estimates approved by the Governor under paragraph (5) or in |
19 | excess of the amount available for the purposes for which the |
20 | requisition was made, whichever is the lesser amount. |
21 | Section 3. This act shall take effect in 60 days. |
