AN ACT
1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for the issuance of
3 identification cards.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 1510(b) of Title 75 of the Pennsylvania
7 Consolidated Statutes is amended to read:
8 § 1510. Issuance and content of driver's license.

10 (b) Identification card.--The department shall, upon payment
11 of the required fee, including any fee which may be payable
12 under section 1960 (relating to reinstatement of operating
13 privilege or vehicle registration) or 1617 (relating to fees),
14 issue an identification card to any person who has made
15 application therefor in such manner as the department shall
16 prescribe or whose driver's license has been surrendered to the
17 department because of a suspension or revocation of an operating
1 privilege under this or any other title. The identification card
2 shall have substantially the same content as a driver's license
3 but shall clearly indicate that it is not a driver's license.
4 Upon failure of any person to pass any examination required
5 under section 1514 (relating to expiration and renewal of
6 drivers' licenses), the department shall, where appropriate,
7 issue a complimentary identification card as an expression of
8 gratitude for years of safe driving. The card shall only be
9 issued upon receipt of the person's driver's license.
