        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 24, 2006

                                  A RESOLUTION

     1  Designating the month of October 2006 as "Young Adolescent
     2     Month" in Pennsylvania.

     3     WHEREAS, The period of early adolescence, from ages 10 to 15,
     4  is a distinct developmental period between childhood and full
     5  adolescence; and
     6     WHEREAS, This period has been little understood, and its
     7  importance has not been fully recognized; and
     8     WHEREAS, Young adolescents undergo more extensive physical,
     9  mental, social, moral and emotional changes than children at
    10  other stages of development, with the possible exception of
    11  infancy; and
    12     WHEREAS, The attitudes and values young adolescents develop
    13  during these formative years largely determine their behavior
    14  later in life; and
    15     WHEREAS, Parents continue as primary models and guides, even


     1  as young adolescents give increased attention to peer groups;
     2  and
     3     WHEREAS, The community serves as a classroom in which young
     4  adolescents learn many lessons; and
     5     WHEREAS, Much valuable information and research about early
     6  adolescence now exists and should be circulated; therefore be it
     7     RESOLVED, That the House of Representatives designate the
     8  month of October 2006 as "Young Adolescent Month" in
     9  Pennsylvania; and be it further
    10     RESOLVED, That the House of Representatives encourage all
    11  residents of this Commonwealth to extend their knowledge about
    12  early adolescence and undertake actions that will support the
    13  healthy development of young adolescents.
