AN ACT
1 Authorizing residents of Pennsylvania to purchase black powder
2 for sporting purposes in contiguous states. <--
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. Definitions.--As used in this act:
6 (1) The term "contiguous state" shall mean any state having
7 a common border with Pennsylvania.
8 (2) All other terms herein shall be given the meaning
9 prescribed in Public Law 91-452, known as the "Organized Crime
10 Control Act of 1970." (18 U.S.C.§841)
11 Section 2. Purchase of Black Powder in Contiguous States.--
12 It shall be lawful for a person residing in Pennsylvania,
13 including a corporation or business entity maintaining a place
14 of business in this State COMMONWEALTH to purchase or otherwise <--
15 obtain black powder in a contiguous state and to receive or
16 transport such black powder in this State. INTO THIS <--
17 COMMONWEALTH.
1 Section 3. Applicability.--This act shall not apply or be
2 construed to affect in any way the purchase, receipt, or
3 transportation of black powder by federally licensed explosives
4 manufacturers, importers, dealers or permittees.
5 Section 4. Effective Date.--This act shall take effect
6 immediately.
