A RESOLUTION 1 Supporting the adoption of new election technology in all 50 2 states. 3 WHEREAS, The right to vote and to have one's vote counted are 4 the cornerstone of democratic government; and 5 WHEREAS, Many states continue to use archaic election 6 technology and paper ballots to elect Federal, State and local 7 officials; and 8 WHEREAS, The continued use of such election technology 9 continues to deprive African Americans, other minorities, poor 10 people and elderly persons of the right to have their votes 11 counted which occurred in Florida, Georgia and various other 12 states in the 2000 election; and 13 WHEREAS, Georgia instituted a statewide system of touchscreen 14 voting technology in the November 5, 2002, election and reduced 15 the undercounted vote to less than 0.2%; and 16 WHEREAS, There need to be national standards adopted for 17 election technology; and
1 WHEREAS, The Federal Government should appropriate funds to 2 the 50 states to reimburse or help purchase new election 3 technology, to train election workers on new technology, to 4 provide educational demonstrations to the electorate on the new 5 technology and to ensure that every vote cast is accurately 6 counted; therefore be it 7 RESOLVED, That the House of Representatives support the 8 adoption of new election technology in all 50 states which is 9 based on national standards with funding to be provided by the 10 United States Congress.
