INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
JUNE 8, 2006
A RESOLUTION
1 Honoring the 200th anniversary of the plotting and establishment
2 of the Borough of Wellsboro, Tioga County.
3 WHEREAS, The area that was to become Wellsboro was opened to
4 white settlers after the Treaty of Fort Stanwix in 1784 when the
5 Seneca Indians ceded all of Tioga County to the Pennsylvania
6 government; and
7 WHEREAS, On September 1, 1786, Thomas Tucker, Deputy Surveyor
8 General of Pennsylvania, and his surveying party surveyed these
9 lands as well as Lawrence, Tioga and Middlebury Townships under
10 a Land Warrant issued to James Stuart, a land speculator, in May
11 1785; and
12 WHEREAS, Stuart and other speculators from Philadelphia
1 together owned about 65,000 acres in northern Lycoming County
2 and Tioga County; and
3 WHEREAS, Benjamin W. Morris bought all of Tioga County land
4 on April 7, 1802, and built the first log cabin on the knoll
5 overlooking Wellsboro, at the end of what is now Morris Lane;
6 and
7 WHEREAS, During the summer of 1806 the town plot was
8 surveyed, patterned after the City of Philadelphia, with two
9 broad intersecting streets and a square in the center. It was
10 bounded on the northeast by Queen Street, on the southeast by
11 Walnut Street, on the southwest by King Street, and on the
12 northwest by Water Street. This town plot was surveyed out into
13 building lots 250 feet long and 60 feet in depth, with the
14 exception of three blocks, one reserved as the public square, or
15 "Green," another across Main Street from it for the County
16 Buildings, and the block on the southeast corner of Main Street
17 and Central Avenue which was dedicated for a meeting house lot;
18 and
19 WHEREAS, The first ten families willing to settle the area
20 were offered the lot of their choice, measuring 60 feet by 250
21 feet at a cost of $20 as well as another lot of 50 acres
22 adjoining the town at a cost of fifty cents an acre; and
23 WHEREAS, The Borough of Wellsboro was incorporated on March
24 16, 1830; and
25 WHEREAS, Wellsboro was divided into wards on April 7, 1885;
26 therefore be it
27 RESOLVED, That the House of Representatives honor the
28 plotting and establishment of the Borough of Wellsboro.
