AN ACT 1 Amending the act of December 30, 1974 (P.L.1105, No.356), 2 entitled "A supplement to the act of February 6, 1974 3 (P.L.80, No.17), entitled 'An act providing for the capital 4 budget for the fiscal year 1973-1974,' itemizing public 5 improvement projects to be acquired or constructed by The 6 General State Authority together with their estimated 7 financial cost; authorizing the incurring of debt without the 8 approval of the electors for the purpose of financing the 9 projects stating the estimated useful life of the projects, 10 and making an appropriation," adding an emergency project for 11 the Erie Soldiers' and Sailors' Home. 12 The General Assembly of the Commonwealth of Pennsylvania 13 hereby enacts as follows: 14 Section 1. Clause A and subdivision IV (Department of 15 Military Affairs) of clause B of section 1 and section 3, act of 16 December 30, 1974 (P.L.1105, No.356), entitled "A supplement to 17 the act of February 6, 1974 (P.L.80, No.17), entitled 'An act 18 providing for the capital budget for the fiscal year 1973-1974,' 19 itemizing public improvement projects to be acquired or 20 constructed by The General State Authority together with their 21 estimated financial cost; authorizing the incurring of debt 22 without the approval of the electors for the purpose of
1 financing the projects stating the estimated useful life of the 2 projects, and making an appropriation," are amended to read: 3 Section 1. Itemization and Authorization of Projects.-- 4 Additional capital projects in the category of public 5 improvement projects to be acquired or constructed by The 6 General State Authority, its successors or assigns, and to be 7 financed by the incurring of debt, are hereby itemized, together 8 with the respective estimated financial cost and the total 9 additional amount authorized for the public improvement 10 projects, as follows: 11 A. Debt Authorization.--The Governor, Auditor 23 General and State Treasurer are hereby authorized and directed 24 to borrow, from time to time, in addition to any authorization 25 heretofore or hereafter enacted, on the credit of the 26 Commonwealth, subject to the limitations provided in the current 27 capital budget, money not exceeding in the aggregate the sum of 28 [sixty-four million four hundred thirty-five thousand dollars 29 ($64,435,000)] sixty-five million nine hundred seven thousand 30 five hundred dollars ($65,907,500) as may be found necessary to 19790H0699B0755 - 2 -
1 carry out the acquisition and construction of the public 2 improvement projects specifically itemized herein. 3 Section 2. Section 6 of the act, reduced by the item veto of 4 the Governor on December 30, 1974, is amended to read: 5 Section 6. Appropriation.--The net proceeds of the sale of 6 the obligations herein authorized are hereby appropriated from 7 the Capital Facilities Fund to The General State Authority in 8 the maximum amount of [thirty-six million one hundred forty-five 9 thousand five hundred dollars ($36,145,000)] thirty-seven 10 million six hundred seventeen thousand dollars ($37,617,000) to 11 be used by it exclusively to defray the financial cost of the 12 public improvement projects specifically itemized herein. After 13 reserving or paying the expenses of the sale of the obligation, 14 the State Treasurer shall pay out to The General State Authority 15 the moneys as required and certified by it to be legally due and 16 payable. 17 Section 3.
