                                     AN ACT

     1  Allocating certain funds from the Department of Commerce to the
     2     State System of Higher Education for rural education
     3     partnerships.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Allocation.
     7     The sum of $225,000 is hereby allocated from the $2,750,000
     8  appropriation to the Department of Commerce for Rural Economic
     9  Development in section 208 of the act of July 1, 1986 (P.L.    ,
    10  No.5A), known as the General Appropriation Act of 1986, for the
    11  fiscal year July 1, 1986, to June 30, 1987, to the State System
    12  of Higher Education for the purposes set forth in section 2.
    13  Section 2.  Purposes.
    14     The funds allocated in section 1 shall be used to create
    15  rural education partnerships. Each participating member
    16  university shall provide outreach and services to rural school


     1  districts and other rural groups which will result in the
     2  sharing of the resources of the university for the benefit of
     3  the rural population. Another purpose is to increase
     4  participation in higher education by students from rural areas.
     5  Section 3.  Eligibility; funding.
     6     The State System of Higher Education shall allocate funds to
     7  each participating member university based upon the geographic
     8  size and population of its rural serving area. No allocation
     9  shall be less than $10,000. All funds allocated by this act
    10  shall be distributed to the participating member universities.
    11  Section 4.  Effective date.
    12     This act shall take effect immediately.
