                               A JOINT RESOLUTION

     1  Proposing an amendment to the Constitution of the Commonwealth
     2     of Pennsylvania, providing for four-year terms for
     3     Representatives and limiting the number of terms for Senators
     4     and Representatives.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby resolves as follows:
     7     Section 1.  The following amendments to the Constitution of
     8  the Commonwealth of Pennsylvania are proposed in accordance with
     9  the eleventh article thereof:
    10     That sections three and five, article two of the Constitution
    11  of the Commonwealth of Pennsylvania be amended to read:
    12     Section 3.  Terms of Members.--Senators and Representatives
    13  shall be elected at the same election as the Governor for the
    14  term of four years [and Representatives for the term of two
    15  years].
    16     Section 5.  Qualifications of Members.--Senators shall be at
    17  least twenty-five years of age and Representatives twenty-one
    18  years of age. They shall have been citizens and inhabitants of
    19  the State four years, and inhabitants of their respective

     1  districts one year next before their election (unless absent on
     2  the public business of the United States or of this State), and
     3  shall reside in their respective districts during their terms of
     4  service and shall not after 1978 have been previously elected to
     5  more than two four-year terms in the body to which seeking
     6  election.
