           REPRESENTATIVES, AS AMENDED, FEBRUARY 5, 1992

                                     AN ACT

     1  Amending the act of July 3, 1986 (P.L.388, No.84), entitled "An
     2     act requiring public agencies to hold certain meetings and
     3     hearings open to the public; and providing penalties,"
     4     further providing for certain public meetings. PROVIDING FOR   <--
     5     PUBLIC COMMENT.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  The act of July 3, 1986 (P.L.388, No.84), known
     9  as the Sunshine Act, is amended by adding a section to read:
    10  Section 10.1.  Public comment.
    11     The board or council of any county, city, borough, township    <--
    12  or school district shall provide a reasonable period of time
    13  during each meeting for any members of the public who are
    14  present at the meeting and who are residents of said county,
    15  city, borough, township or school district to address the board
    16  or council. Each person who addresses the board or council shall
    17  be allowed a reasonable period of time to speak.

     1     THE BOARD OR COUNCIL OF ANY COUNTY, CITY, BOROUGH, TOWN,       <--
     2  TOWNSHIP OR SCHOOL DISTRICT SHALL PROVIDE A REASONABLE
     3  OPPORTUNITY AT EACH MEETING FOR RESIDENTS AND TAXPAYERS TO
     4  ADDRESS THE BOARD OR COUNCIL ON MATTERS OF CONCERN. IN ADDITION,
     5  NOTHING IN THIS SECTION SHALL LIMIT THE ABILITY OF THE BOARD OR
     6  COUNCIL OF ANY COUNTY, CITY, BOROUGH, TOWN, TOWNSHIP OR SCHOOL
     7  DISTRICT TO CONDUCT SPECIAL MEETINGS TO RECEIVE COMMENTS FROM
     8  RESIDENTS AND TAXPAYERS.
     9     Section 2.  This act shall take effect in 60 days.
