| A RESOLUTION |
| |
1 | Directing the Department of General Services to conduct a study |
2 | to determine the associated costs and feasibility of |
3 | converting and retrofitting State-owned vehicles with |
4 | compressed natural gas and liquefied natural gas engines for |
5 | the purpose of modernizing the State fleet. |
6 | WHEREAS, As further exploration takes place, natural gas is |
7 | rapidly becoming readily available for use as a transportation |
8 | fuel; and |
9 | WHEREAS, Natural gas is domestically produced, thus reducing |
10 | dependence on foreign oil, and is better for the environment by |
11 | reducing emissions; and |
12 | WHEREAS, The Environmental Protection Agency states that |
13 | light-duty natural gas vehicles can reduce exhaust emissions of |
14 | carbon monoxide by 90% to 97%, carbon dioxide by 25% and |
15 | nitrogen oxides by 35% to 60% when compared to gasoline-powered |
16 | vehicles; and |
17 | WHEREAS, When used as a transportation fuel, natural gas can |

1 | reduce greenhouse gas emissions by 20% to 29% compared with |
2 | diesel and gasoline-powered vehicles; and |
3 | WHEREAS, Natural gas is also less expensive for the consumer |
4 | by requiring less total vehicle maintenance over time; and |
5 | WHEREAS, Fuel storage cylinders in natural gas vehicles are |
6 | much stronger than gasoline fuel tanks and are also sealed to |
7 | prevent any spills or leaks, allowing natural gas to be a safe |
8 | and efficient transportation fuel; and |
9 | WHEREAS, Converting the State fleet to vehicles that use |
10 | natural gas could spur demand for natural gas produced within |
11 | this Commonwealth; and |
12 | WHEREAS, In converting the State fleet to vehicles that use |
13 | natural gas, the Commonwealth could be eligible for Federal and |
14 | State incentives to offset the costs associated with conversion |
15 | and retrofitting; and |
16 | WHEREAS, A thorough study conducted by the Department of |
17 | General Services would determine the total cost and feasibility |
18 | of converting State-owned vehicles to natural gas vehicles |
19 | through a retrofitting and fleet modernization process; and |
20 | WHEREAS, The study conducted by the department would also |
21 | examine the potential for the expansion of natural gas fueling |
22 | stations throughout this Commonwealth; therefore be it |
23 | RESOLVED, That the House of Representatives direct the |
24 | Department of General Services to conduct a thorough study to |
25 | determine the associated costs and feasibility of retrofitting |
26 | current State-owned vehicles with compressed natural gas or |
27 | liquefied natural gas engines for the purpose of modernizing the |
28 | State fleet. |
