HOUSE RESOLUTION

No. 597 Session of 2008


        INTRODUCED BY CONKLIN, HORNAMAN, SCAVELLO, BOYD, MUSTIO,
           MILLARD, PARKER, McILVAINE SMITH, HERSHEY, CLYMER, HANNA,
           GEORGE, KING, WOJNAROSKI AND FREEMAN, FEBRUARY 14, 2008

        REFERRED TO COMMITTEE ON APPROPRIATIONS, FEBRUARY 14, 2008

                                  A RESOLUTION

     1  Requesting the Auditor General to conduct a performance audit of
     2     the Pennsylvania Turnpike Commission.

     3     WHEREAS, The Pennsylvania Turnpike Commission was given
     4  additional fiscal and administrative responsibility under the
     5  act of July 18, 2007 (P.L.169, No.44); and
     6     WHEREAS, Under Act 44, the Pennsylvania Turnpike Commission
     7  will lease Interstate 80 from the Department of Transportation
     8  for the next 50 years for approximately $116 billion; and
     9     WHEREAS, Roads, highways, bridges and mass transit will be
    10  funded under Act 44 through increased tolls on the Pennsylvania
    11  Turnpike, new tolls on Interstate 80 and the sale of turnpike
    12  bonds; and
    13     WHEREAS, Under Act 44, the Pennsylvania Turnpike Commission
    14  will be responsible for the maintenance and improvement of
    15  highways and bridges in all regions of this Commonwealth; and
    16     WHEREAS, This added responsibility will require that the
    17  Pennsylvania Turnpike Commission perform in an efficient manner


     1  so that an undue burden is not placed on the taxpayers of this
     2  Commonwealth; therefore be it
     3     RESOLVED, That the House of Representatives request the
     4  Auditor General to conduct a performance audit of the
     5  Pennsylvania Turnpike Commission; and be it further
     6     RESOLVED, That the performance audit include recommendations
     7  on appropriate staffing levels, wages and salaries and ensure
     8  that each region of this Commonwealth is represented in the
     9  appointed and nonappointed staff of the Pennsylvania Turnpike
    10  Commission; and be it further
    11     RESOLVED, That the Auditor General complete the audit no
    12  later than six months after the adoption of this resolution and
    13  transmit a report of the audit to the General Assembly at that
    14  time.
