                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, reenacting and amending provisions relating to
     3     electric, hybrid electric and zero-emission vehicles; and
     4     exempting hybrid electric vehicles from the requirement for
     5     periodic inspection of vehicles.

     6     The General Assembly of the Commonwealth of Pennsylvania
     7  hereby enacts as follows:
     8     Section 1.  Sections 1919 and 1958(b) of Title 75 of the
     9  Pennsylvania Consolidated Statutes are reenacted and amended to
    10  read:
    11  § 1919.  Reduced combustion vehicles.
    12     (a)  General rule.--There shall be no annual fee for
    13  registration of any of the following:
    14         (1)  An electric vehicle.
    15         (2)  A hybrid electric vehicle.
    16         (3)  A zero-emission vehicle.


     1     (b)  Expiration.--This section shall expire [December 31,
     2  1996] five years from the effective date of this subsection.
     3  § 1958.  Certificate of inspection.
     4     * * *
     5     (b)  Credit.--
     6         (1)  Once each calendar year, every official inspection
     7     station which inspects an electric vehicle, a hybrid electric
     8     vehicle or a zero-emission vehicle shall be eligible to claim
     9     a credit for the cost of the certificate of inspection for
    10     said vehicle. The official inspection station may only claim
    11     the credit one time in any calendar year and shall claim it
    12     within 12 months of the inspection on a form prescribed by
    13     the department. The vehicle owner shall not be required to
    14     pay the cost of the certificate of inspection.
    15         (2)  This subsection shall expire [December 31, 1996]
    16     five years from the effective date of this subsection.
    17     Section 2.  Section 4702(g) of Title 75 is amended by adding
    18  a paragraph to read:
    19  § 4702.  Requirement for periodic inspection of vehicles.

    21     (g)  Exceptions.--The following are exceptions to subsection
    22  (f):
    23         * * *
    24         (5)  Emission inspection criteria for hybrid electric
    25     vehicles.--A hybrid electric vehicle which has a city fuel
    26     economy rating of 40 miles per gallon or better in accordance
    27     with the Environmental Protection Agency Fuel Economy Guide
    28     shall be exempt from the requirements for emission
    29     inspection.
    30     Section 3.  This act shall take effect in 60 days.
