        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 17, 2002

                                  A RESOLUTION

     1  Designating May 3, 2002, as "Barrier Awareness Day" in
     2     Pennsylvania.

     3     WHEREAS, Four out of five Americans will experience some form
     4  of disability during their lifetimes, and there are currently 37
     5  million Americans with disabilities; and
     6     WHEREAS, The financial and physical barriers can be overcome,
     7  but individuals with disabilities are emotionally and culturally
     8  blocked as surely and permanently as indifference will permit;
     9  and
    10     WHEREAS, There are no cures for many disabilities; and

     1     WHEREAS, No one can really understand the full implication of
     2  living with a disability unless he or she has experienced that
     3  disability personally; and
     4     WHEREAS, A pill has not been developed to dull the hurts and
     5  injustices inflicted upon individuals with disabilities due to a
     6  lack of understanding; and
     7     WHEREAS, The Americans with Disabilities Act of 1990 (ADA)
     8  (Public Law 101-336, 104 Stat. 327) represents a wealth of
     9  opportunities for people with disabilities in the areas of
    10  public accommodations, employment, transportation and
    11  telecommunication; therefore be it
    12     RESOLVED, That the House of Representatives designate May 3,
    13  2002, as "Barrier Awareness Day" in Pennsylvania.
