        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 11, 2002

                                  A RESOLUTION

     1  Recognizing TEACH Early Childhood Pennsylvania scholarship
     2     recipients upon the successful completion of their degree or
     3     certificate programs.

     4     WHEREAS, The Commonwealth promotes a range of early child
     5  care options for parents of young children, including center-
     6  based early child care and family child care homes; and
     7     WHEREAS, These options allow parents to work with peace of
     8  mind and prepare children socially and academically for school;
     9  and
    10     WHEREAS, More than 300,000 Pennsylvania children under five
    11  years of age participate in early care and early education
    12  programs in 8,000 center-based or group facilities and family
    13  child care homes; and
    14     WHEREAS, Research demonstrates that children's early learning
    15  is enhanced in the care of competent, educated and skilled

     1  teachers; and
     2     WHEREAS, The Teacher Education and Compensation Helps
     3  program, known as TEACH, is a scholarship program which provides
     4  an opportunity for working child care professionals to complete
     5  coursework in early childhood education and to increase their
     6  compensation through the pursuit of formal education leading to
     7  a child development associate credential or an associate of arts
     8  degree; and
     9     WHEREAS, The TEACH Early Childhood Pennsylvania scholarship
    10  program has reduced turnover among recipients to less than 5%
    11  annually, has led to promotions and improved compensation for
    12  child care teachers and has created enthusiastic and skilled
    13  early childhood professionals who provide leadership in their
    14  respective organizations; and
    15     WHEREAS, Close to 700 TEACH scholars in 58 counties are
    16  enrolled in degree or certificate programs in 18 institutions of
    17  higher education in this Commonwealth; and
    18     WHEREAS, In 2001, 67 child care teachers, through TEACH Early
    19  Childhood Pennsylvania, successfully completed their coursework
    20  and were awarded associate of arts degrees or child development
    21  associate credentials; therefore be it
    22     RESOLVED, That the House of Representatives recognize the 67
    23  TEACH graduates upon the conferring of their degrees and
    24  certificates and commend their efforts.
