                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for securing loads in vehicles.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  Section 4903(c.2) of Title 75 of the Pennsylvania
     6  Consolidated Statutes is amended to read:
     7  § 4903.  Securing loads in vehicles.
     8     * * *
     9     (c.2)  Load of baled garbage.--[Garbage]
    10         (1)  Prior to January 1, 2009, all garbage, waste, refuse
    11     or rubbish in a tightly compacted and baled form being
    12     transported through or within this Commonwealth shall be
    13     securely fastened to the vehicle and covered over all exposed
    14     areas with a canvas cover or cover of a comparable type which
    15     shall be securely attached to the underside of all sides of
    16     the truck, trailer or semitrailer to prevent any of the
    17     material from the bales from escaping.


     1         (2)  As of January 1, 2009, all garbage, waste, refuse or
     2     rubbish in a tightly compacted and baled form being
     3     transported through or within this Commonwealth shall be
     4     securely fastened to the vehicle and covered over all exposed
     5     areas with a rigid plastic cover which shall be securely
     6     attached to all sides of the truck, trailer or semitrailer to
     7     prevent any of the material from the bales from escaping.
     8         (3)  No part of any bale shall be uncovered, except for
     9     inspection, at any time during transportation within or
    10     through this Commonwealth until arrival at the disposal site.
