                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, defining "insurance policy number"; and further
     3     providing for vehicle registration.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 102 of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended by adding a definition to read:
     8  § 102.  Definitions.
     9     Subject to additional definitions contained in subsequent
    10  provisions of this title which are applicable to specific
    11  provisions of this title, the following words and phrases when
    12  used in this title shall have the meanings given to them in this
    13  section unless the context clearly indicates otherwise:
    14     * * *
    15     "Insurance policy number."  The combination of numerals or
    16  letters or both which the insurer assigns to a vehicle for
    17  identification purposes.

     2     Section 2.  Sections 1306 and 1308 of Title 75 are amended to
     3  read:
     4  § 1306. Grounds for refusing registration.
     5     The department shall refuse registration or renewal or
     6  transfer of registration when any of the following circumstances
     7  exists:
     8         (1)  The applicant is not entitled to registration under
     9     the provisions of this chapter.
    10         (2)  The applicant has at registration or titling
    11     neglected or refused to furnish the department with the
    12     information required on the appropriate official form, or any
    13     reasonable additional information required by the department.
    14         (3)  The department has reasonable grounds to believe
    15     that the application contains false or fraudulent
    16     information, or that the vehicle is stolen, which fact the
    17     department shall ascertain by reference to the stolen vehicle
    18     file required to be maintained under section 7114 (relating
    19     to records of stolen vehicles), or that the granting of
    20     registration would constitute a fraud against the rightful
    21     owner or other person having a valid lien upon the vehicle.
    22         (4)  The fees required by law have not been paid.
    23         (5)  The vehicle is not constructed or equipped as
    24     required by this title.
    25         (6)  The registration of the vehicle stands suspended for
    26     any reason as provided for in this title.
    27         (7)  Self-certification of financial responsibility, as
    28     required under section 1305(d) (relating to application for
    29     registration), is not filed with the registration
    30     application.

     1         (10)  The registrant is found guilty under any of the
     2     provisions of 18 Pa.C.S. § 3903 (relating to grading of theft
     3     offenses) or 3928 (relating to unauthorized use of
     4     automobiles and other vehicles).
     5  § 1308.  Issuance of registration card.
     6     (a)  General rule.--The department, upon registering a
     7  vehicle, shall issue to the registrant a registration card which
     8  shall contain the registration number assigned to the vehicle,
     9  the name and address of the registrant and the name of the
    10  owner, if other than the registrant, a description of the
    11  vehicle including the vehicle identification number, the
    12  expiration date, the birth date and insurance policy number of
    13  the registrant, the color of the vehicle and such other
    14  information as may be determined by the department.
    15     (b)  Trucks.--The registration card for a truck shall
    16  indicate the registered gross weight of the truck, and the
    17  registered gross weight of the combination, if the truck is so
    18  registered, in addition to other information required.
    19     (c)  Truck tractors.--The registration card for a truck
    20  tractor shall indicate the registered gross weight of the
    21  combination in addition to other information required.
    22     (d)  Trailers.--The registration card for a trailer shall
    23  indicate the registered gross weight of the trailer in addition
    24  to other information required.
    25     (e)  Buses.--The registration card for a bus shall indicate
    26  the passenger seating capacity of the bus.
    27     Section 3.  This act shall take effect in 60 days.
