        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 15, 1996

                                  A RESOLUTION

     1  Designating May 1 through 7, 1996, as "Barrier Awareness Week"
     2     in Pennsylvania.

     3     WHEREAS, Four out of five Americans will experience some form
     4  of disability during their lifetimes, and there are currently 37
     5  million Americans with disabilities; and
     6     WHEREAS, The financial and physical barriers can be overcome,
     7  but individuals with disabilities are emotionally and culturally
     8  blocked as surely and permanently as indifference will permit;
     9  and
    10     WHEREAS, There are no cures for many disabilities; and
    11     WHEREAS, No one can really understand the full implication of
    12  living with a disability unless he or she has experienced that


     1  disability personally; and
     2     WHEREAS, A pill has not been developed to dull the hurts and
     3  injustices inflicted upon individuals with disabilities due to a
     4  lack of understanding; and
     5     WHEREAS, The recently enacted Americans With Disabilities Act
     6  of 1990 (ADA) (Public Law 101-336, 104 Stat. 327) represents a
     7  wealth of opportunities for people with disabilities in the
     8  areas of public accommodations, employment, transportation and
     9  telecommunication; therefore be it
    10     RESOLVED, That the House of Representatives designate the
    11  week of May 1 through 7, 1996, as "Barrier Awareness Week" in
    12  Pennsylvania.
