AN ACT

Amending Title 75 (Vehicles) of the Pennsylvania Consolidated

2

Statutes, further providing for person with disability

3

parking placard and for severely disabled veteran placard.

The General Assembly of the Commonwealth of Pennsylvania

5

hereby enacts as follows:

6

Section 1.  Sections 1338(b) and 1342(b) of Title 75 of the

7

Pennsylvania Consolidated Statutes are amended to read:

8

§ 1338.  Person with disability plate and placard.

(b)  Person with disability parking placard.--On the initial

11

application or renewal application of any person who meets the

12

qualifications of subsection (a), the department shall issue

13

[one] a special parking placard for each vehicle registered in

14

the applicant's name of such size and design as the department

15

shall specify, designating the vehicle in which it is displayed

16

as being used for the transportation of persons with

17

disabilities. When parking the designated vehicle, the person

with disability parking placard shall be prominently displayed

2

in such a manner that it may be viewed from the front and rear

3

of the vehicle by hanging it from the front windshield rearview

4

mirror of a vehicle only when that vehicle is utilizing a

5

parking space reserved for persons with disabilities. When there

6

is no rearview mirror, or the placard is not designed in such a

7

manner to accommodate hanging from a rearview mirror, the

8

placard shall be displayed on the dashboard. Placards may also

9

be issued for use in vehicles when operated for the use and

10

benefit of persons with disabilities provided that a person with

11

a disability is being transported in the vehicle. Organizations

12

that transport persons with disabilities shall upon application

13

be issued not more than eight placards in the organization's

14

name. These placards may be used in a vehicle of the

15

organization or the personal vehicle of an employee or volunteer

16

of the organization when the employee or volunteer operates the

17

vehicle for the benefit and use of persons with disabilities

18

provided that a person with a disability is being transported in

19

the vehicle.

§ 1342.  Veteran plates and placard.

(b)  Severely disabled veteran placard.--On the application

24

of any person who meets the qualifications of subsection (a),

25

the department shall issue [one] a special parking placard for

26

each vehicle registered in the applicant's name of such size and

27

design as the department shall specify, designating the vehicle

28

in which it is displayed as being used for the transportation of

29

a severely disabled veteran. When parking the designated

30

vehicle, the severely disabled veteran parking placard shall be

prominently displayed so that it may be viewed from the front

and rear of the vehicle by hanging it from the front windshield

3

rearview mirror of a vehicle only when that vehicle is utilizing

4

a parking space reserved for persons with disabilities. When

5

there is no rearview mirror, or the placard is not designed in

such a manner to accommodate hanging from a rearview mirror, the

7

placard shall be prominently displayed on the dashboard of the

vehicle when it is in use for the transportation of such

severely disabled veteran. Placards may also be issued for use

10

disabled veterans provided that a severely disabled veteran is

being transported in the vehicle.

Section 2.  This act shall take effect in 60 days.
