        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           OCTOBER 7, 1997

                                  A RESOLUTION

     1  Designating November 1997 as "National Diabetes Month" in
     2     Pennsylvania.

     3     WHEREAS, The Commonwealth recognizes the importance of
     4  diagnosing and treating diabetes effectively; and
     5     WHEREAS, The Commonwealth recognizes the importance of
     6  promoting diabetes awareness and education; and
     7     WHEREAS, The current national yearly health expenditures, for
     8  both direct and indirect costs associated with diabetes, are in
     9  excess of $92 billion and $6.7 billion in Pennsylvania; and

     1     WHEREAS, The number of newly diagnosed people with diabetes
     2  across the nation is more than 625,000 each year; and
     3     WHEREAS, The number of people with diabetes in the United
     4  States is in excess of 16 million; and
     5     WHEREAS, One in every 20 people of the general population, 1
     6  in 8 people of the African American population and 1 in 10
     7  people of the Hispanic, Asian and Native American populations
     8  have diabetes; and
     9     WHEREAS, Diabetes is responsible for 8% of legal blindness;
    10  and
    11     WHEREAS, Other complications of diabetes include heart
    12  disease, stroke, kidney disease and circulation problems; and
    13     WHEREAS, Good control of blood glucose levels in people with
    14  diabetes has been shown to dramatically decrease the likelihood
    15  of the occurrence of such complications, thus improving the
    16  patient's quality of life and decreasing health care
    17  expenditures; and
    18     WHEREAS, Education concerning diabetes and its treatment is
    19  critical to improving blood glucose control; therefore be it
    20     RESOLVED, That the House of Representatives designate
    21  November 1997 as "National Diabetes Month" in Pennsylvania, in
    22  recognition of the value of education in helping to treat
    23  diabetes in a cost-effective manner and to improve the quality
    24  of life for those people with diabetes; and be it further
    25     RESOLVED, That people with diabetes, their families and
    26  friends and health care professionals in this Commonwealth are
    27  urged to utilize this month to increase their awareness and
    28  understanding of diabetes so that in the future people with
    29  diabetes will be better able to care for their own needs and
    30  others will be better prepared to serve the needs of people with
