A RESOLUTION 1 Directing the House Committee on Transportation to determine and 2 review the Department of Transportation's policy toward the 3 aviation industry and the aviation community of Pennsylvania. 4 WHEREAS, The Bureau of Aviation of the Department of 5 Transportation is charged with maintaining and promoting 6 aviation within the Commonwealth; and 7 WHEREAS, The Bureau of Aviation had been without a bureau 8 chief for approximately two years; and 9 WHEREAS, The General Assembly has recognized the importance 10 of aviation to the Commonwealth by providing for the appointment 11 of a Deputy Secretary of Aviation of the Department of 12 Transportation; and 13 WHEREAS, The Department of Transportation, despite two years 14 in which to prepare for such an appointment, has failed to 15 appoint a deputy secretary and thus deprived the aviation 16 community, a six and one-half billion dollar part of the 17 Commonwealth economy, of the necessary leadership with which to 18 promote aviation in Pennsylvania; and
1 WHEREAS, The Legislative Budget and Finance Committee 2 performance audit conducted by Price Waterhouse on the 3 Department of Transportation's organizational and functional 4 framework indicated the underutilization and misuse of State- 5 owned aircraft; and 6 WHEREAS, The same audit has found the Bureau of Aviation to 7 be negligent in its operation of State-owned airports, in 8 particular, but not limited to, its failure to collect rents 9 pursuant to contracts entered into at Harrisburg International 10 Airport; therefore be it 11 RESOLVED, That the House Committee on Transportation be 12 directed to determine and review the Department of 13 Transportation's policy regarding the aviation community and the 14 aviation industry in Pennsylvania in relation to, but not 15 limited by, its failure to appoint appropriate leadership for 16 the Bureau of Aviation; and be it further 17 RESOLVED, That the committee may hold hearings, take 18 testimony, and make its review at such places as it deems 19 necessary within this Commonwealth, and each member of the 20 committee shall have the power to administer oaths and 21 affirmations to witnesses appearing before the committee; and be 22 it further 23 RESOLVED, That the committee make a report of its findings to 24 the House of Representatives as soon as possible.
