INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, APRIL 20, 2009  

  

  

  

A RESOLUTION

Recognizing Newtown Borough as a "Tree City" and urging all

2

municipalities in this Commonwealth to participate in the

3

Tree City USA and TreeVitalize programs.

4

WHEREAS, Newtown Borough will have an Arbor Day celebration

5

on April 22, 2009, and receive a proclamation recognizing the

6

borough's 25 years of commitment to trees and status as a "Tree

7

City"; and

8

WHEREAS, Newtown Borough is one of 102 certified Tree City

9

USA communities in this Commonwealth; and

10

WHEREAS, The Tree City USA program encourages, supports and

11

strengthens urban and community forestry programs in diverse

12

communities nationwide through recognition, education and

13

publicity; and

14

WHEREAS, The Tree City USA program is sponsored by the Arbor

15

Day Foundation in cooperation with the United States Department

16

of Agriculture's Forest Service and the National Association of

State Foresters; and

2

WHEREAS, From the humble beginnings of the Tree City USA

3

program more than 30 years ago, it has grown to be the leading

4

community forestry recognition program in the United States,

5

with nearly 3,200 designated Tree City USA communities across

6

this nation; and

7

WHEREAS, Tree City USA is thriving in this Commonwealth

8

because of the strong partnership between the Arbor Day

9

Foundation and the Pennsylvania Bureau of Forestry; and

10

WHEREAS, TreeVitalize is a public-private partnership in this

11

Commonwealth that helps to restore tree cover, educate citizens

12

about planting trees as an act of caring for the environment and

13

builds capacity among local governments to understand, protect

14

and restore urban trees; and

15

WHEREAS, TreeVitalize was established in 2004 in southeastern

16

Pennsylvania, expanded to the southwestern Pennsylvania region

17

in spring 2008 and further expanded to the Lehigh Valley,

18

Lancaster and Erie areas in fall 2008; and

19

WHEREAS, By the end of 2009, TreeVitalize hopes to be

20

operating in each of this Commonwealth's 14 metropolitan areas;

21

and

22

WHEREAS, TreeVitalize Metros is a partnership of the

23

Department of Conservation and Natural Resources, Pennsylvania

24

Community Forests, Penn State Extension Urban Foresters,

25

Pennsylvania Horticulture Society and local governments; and

26

WHEREAS, Over the next five years, TreeVitalize Metros plans

27

to plant one million trees throughout this Commonwealth, train

28

10,000 community volunteers to help plant and provide early care

29

of trees and build community capacity for the long-term

30

management of urban forests; and

WHEREAS, Trees are an important part of this Commonwealth's

2

landscape and history, providing a wealth of benefits to the

3

residents and visitors of the State; and

4

WHEREAS, Nearly 60% of Pennsylvania's 28 million acres are

5

forested; and

6

WHEREAS, The dedication of this Commonwealth's urban and

7

community foresters, municipal officials and residents to

8

planting and caring for trees in their cities and towns helps to

9

increase energy savings, clean the air, increase property

10

values, control storm water and beautify the State; therefore be

11

it

12

RESOLVED, That the House of Representatives recognize Newtown

13

Borough as a "Tree City"; and be it further

14

RESOLVED, That the House of Representatives urge all

15

municipalities in this Commonwealth to participate in the Tree

16

City USA and TreeVitalize programs.
