           LEDERER, ROONEY, TRAVAGLIO, SURRA, GEORGE, SANTONI, MELIO,
           WOJNAROSKI, VAN HORNE, PISTELLA, SOLOBAY, MARKOSEK, SAINATO,
           HALUSKA, GORDNER, STABACK, WALKO, SHANER, GIGLIOTTI,
           LAUGHLIN, PETRARCA, BEBKO-JONES, HARHAI, PESCI, CAPPABIANCA,

        REFERRED TO COMMITTEE ON RULES, JUNE 21, 1999

                                  A RESOLUTION

     1  Directing the Consumer Affairs Committee to hold immediate
     2     public hearings on the Pennsylvania Public Utility Commission
     3     Complaint Hotline.

     4     WHEREAS, The Pennsylvania Public Utility Commission was
     5  audited by the Auditor General for a 30-month period from July
     6  1, 1996 to December 31, 1998; and
     7     WHEREAS, It was found that the Pennsylvania Public Utility
     8  Commission did not answer 90% of more than seven million
     9  attempted consumer calls; and
    10     WHEREAS, State law mandates that the Pennsylvania Public
    11  Utility Commission's Bureau of Consumer Services provide
    12  responsive, efficient and accountable management of consumer
    13  inquiries and complaints; and
    14     WHEREAS, A one-in-ten completion rate is not responsive,
    15  efficient or accountable; and
    16     WHEREAS, Pennsylvania's consumers deserve the attention of


     1  the Commonwealth's government and the Pennsylvania Public
     2  Utility Commission in resolving their complaints and inquiries;
     3  therefore be it
     4     RESOLVED, That the House of Representatives direct the
     5  Consumer Affairs Committee to immediately hold one or more
     6  public hearings to determine how the Pennsylvania Public Utility
     7  Commission Complaint Hotline has failed consumers and what
     8  remedies are necessary to prevent unresponsive, inefficient and
     9  unaccountable management from recurring in the future.
