                                     AN ACT

     1  Amending Title 66 (Public Utilities) of the Pennsylvania
     2     Consolidated Statutes, further providing for the general
     3     powers of the commission.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 501 of Title 66 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 501.  General powers.
     9     (a)  Enforcement of provisions of part.--In addition to any
    10  powers expressly enumerated in this part, the commission shall
    11  have full power and authority, and it shall be its duty to
    12  enforce, execute and carry out, by its regulations, orders, or
    13  otherwise, all and singular, the provisions of this part, and
    14  the full intent thereof; and shall have the power to rescind or
    15  modify any such regulations or orders. The express enumeration
    16  of the powers of the commission in this part shall not exclude
    17  any power which the commission would otherwise have under any of


     1  the provisions of this part.
     2     (b)  Administrative authority and regulations.--The
     3  commission shall have general administrative power and authority
     4  to supervise and regulate all public utilities doing business
     5  within this Commonwealth. The commission may make such
     6  regulations, not inconsistent with law, as may be necessary or
     7  proper in the exercise of its powers or for the performance of
     8  its duties.
     9     (c)  Compliance.--Every public utility, its officers, agents,
    10  and employees, and every other person or corporation subject to
    11  the provisions of this part, affected by or subject to any
    12  regulations or orders of the commission or of any court, made,
    13  issued, or entered under the provisions of this part, shall
    14  observe, obey, and comply with such regulations or orders, and
    15  the terms and conditions thereof.
    16     (d)  Power and duty to protect water, air and natural
    17  resources.--The commission shall have the full power and
    18  authority, and it shall be its duty when enforcing provisions of
    19  this part as provided under subsection (a), to ensure that the
    20  quality and supply of water, air and natural resources in this
    21  Commonwealth are preserved and protected.
    22     Section 2.  This act shall take effect in 60 days.
