        INTRODUCED BY CLARK, KOLTER, STAIRS, PETRARCA, BURD, STEIGHNER,
           RASCO, TRELLO, COWELL, OLASZ, SEVENTY, COLAFELLA, DAWIDA,
           MURPHY, DUFFY, GAMBLE, PISTELLA, MISCEVICH, VAN HORNE,
           HORGOS, PETRONE, LESCOVITZ AND LASHINGER, MAY 25, 1982

        REFERRED TO COMMITTEE ON RULES, JUNE 1, 1982

                           In the House of Representatives, May 25, 1982

     1     WHEREAS, The General Assembly is not being adequately
     2  represented in its efforts to oppose the imposition of Federal
     3  emission control standards upon the State; and
     4     WHEREAS, It is vital to the membership of the General
     5  Assembly and the constituency it represents that it be
     6  effectively represented on this matter; therefore be it
     7     RESOLVED, That special legal counsel be appointed to enter
     8  the appearance of the General Assembly on the behalf of the
     9  Commonwealth and its Legislature to oppose the auto emission
    10  control program, and to report regularly to the General Assembly
    11  upon the status of the case, and advise it of its proceedings;
    12  and be it further
    13     RESOLVED, That legal counsel be appointed by joint action of
    14  the Speaker of the House of Representatives and the majority and
    15  minority leaders and majority and minority whips and the fees
    16  therefor paid from the special leadership account of the Speaker


     1  of the House of Representatives.
