SENATOR EARLY, CONSTITUTIONAL CHANGES AND FEDERAL RELATIONS, IN SENATE, AS AMENDED, JUNE 1, 1978
In the House of Representatives, March 13, 1978 1 WHEREAS, Outer Continental Shelf oil and natural gas 2 resources both discovered and undiscovered are expected to be an 3 important means of satisfying future national energy needs; and 4 WHEREAS, It is the policy of the Federal Government to 5 develop such resources in the national interest; and 6 WHEREAS, It is expected that in excess of 109 billion dollars 7 may accrue to the Federal Government from lease purchase 8 payments and royalties on underdeveloped Outer Continental Shelf 9 oil and natural gas resources; and 10 WHEREAS, Adjacent coastal states are likely to incur large 11 economic and environmental costs as a consequence of Outer 12 Continental Shelf oil and natural gas production; and 13 WHEREAS, The major existing Federal coastal state Outer 14 Continental Shelf impact assistance program is inadequate for 15 meeting coastal state responsibilities associated with such
1 Outer Continental Shelf development; and 2 WHEREAS, The continued preemption of financial resources by 3 the Federal Government has dramatically shifted the balance of 4 power in the Federal system of the United States to the 5 impairment of the ability of state governments to meet emerging 6 needs; therefore be it 7 RESOLVED (the Senate concurring), That the General Assembly 8 of the Commonwealth of Pennsylvania endorse the concept of 9 equitable coastal state government sharing of revenues derived 10 by the Federal Government from Outer Continental Shelf oil and 11 natural gas development and urge the President and Congress to 12 enact a program establishing a fund for dispersing 50% of 13 Federal Outer Continental Shelf revenues to coastal state 14 governments and to incorporate an equitable formula for the 15 allocation of such revenues which entitles any coastal state, <-- 16 INCLUDING GREAT LAKES STATES, within a given Federal fiscal year 17 to a minimum of 2% and a maximum of 10% of such revenues and 18 which is based upon the percentage of adjacent Outer Continental 19 Shelf oil and natural gas acreage leased, the percentage of the 20 volume of adjacent Outer Continental Shelf oil and natural gas 21 production and the percentage of oil and natural gas first 22 landed in such coastal state in a given Federal fiscal year; and 23 be it further 24 RESOLVED, That copies of this resolution be transmitted to 25 the presiding officer of each House of Congress of the United 26 States and to each Senator and Representative from Pennsylvania 27 in the Congress of the United States.
