        REFERRED TO COMMITTEE ON RULES, SEPTEMBER 26, 1989

                                  A RESOLUTION

 Memorializing Congress to amend the Federal Bankruptcy Code to
    prohibit its abuse by drug dealers.

    WHEREAS, The City of Philadelphia, in response to the growing
 menace of drug distribution and use, has attempted to evict drug
 dealers from city-operated public housing; and
    WHEREAS, Many of these drug dealers, in response to these
 eviction notices, have successfully sought the protection of the
 Federal Bankruptcy Code in order to stay these notices; and
    WHEREAS, This abusive practice clearly violates the intent of
 Congress in passing these laws, and also puts the taxpayers in
 the position of subsidizing shelter for illegal drug dealing;

 Congress of the United States to appropriately amend the Federal
 Bankruptcy Code to prohibit its abuse by drug dealers; and be it
