HOUSE RESOLUTION

                                  A RESOLUTION

     1  Directing the House of Representatives to conduct a study of the
     2     safety needs of older drivers on Pennsylvania's highways and
     3     roads.

     4     WHEREAS, Pennsylvania currently ranks second in the United
     5  States in percentage of population 65 years of age or older; and
     6     WHEREAS, The number of persons 65 of age or older operating a
     7  motor vehicle in Pennsylvania is increasing and is expected to
     8  substantially increase in the next decade; and
     9     WHEREAS, National transportation studies indicate driving
    10  performance is directly related to visual acuity and distance-
    11  reaction time; and
    12     WHEREAS, A new Federal Highway Administration program,
    13  "National Initiative--The Road to Better Highway Signing"
    14  requires all states to conduct an inventory of its road signs
    15  and evaluate the effectiveness of the signs; and
    16     WHEREAS, The General Assembly needs to be informed of
    17  innovative pilot programs used in other jurisdictions for
    18  licensing older drivers, public awareness campaigns designed to

     1  increase the use of safety belts among older drivers, and the
     2  adequacy of the State's highway and road signs and pavement
     3  markings to meet the needs of older drivers; therefore be it
     4     RESOLVED, That the House of Representatives, recognizing the
     5  importance of maintaining safe highways and road conditions and
     6  the need to protect the safety of motorists, direct the Speaker
     7  to appoint a bipartisan Select Committee on Meeting the Needs of
     8  Older Drivers. The committee shall be composed of two members of
     9  the majority party and one member of the minority party of the
    10  Transportation Committee and two members of the majority party
    11  and one member of the minority party of the Aging and Youth
    12  Committee and one of the six members shall be appointed by the
    13  Speaker of the House of Representatives as chairman; and be it
    14  further
    15     RESOLVED, That the committee shall conduct a study of the
    16  safety needs of older drivers and the possible need for
    17  legislative action; and be it further
    18     RESOLVED, That the committee may hold hearings, take
    19  testimony and make its investigations at such places as it deems
    20  necessary in this Commonwealth. Each member of the committee
    21  shall have the power to administer oaths and affirmations to
    22  witnesses appearing before the committee; and be it further
    23     RESOLVED, That the committee shall report to the House of
    24  Representatives on its activities, findings and recommendations
    25  in three months, and shall issue interim reports to the House of
    26  Representatives as the committee deems necessary.
