                          In the House of Representatives, July 21, 1975

     1     WHEREAS, The Pennsylvania State Lottery has grown to be a
     2  major source of critically needed revenue for the funding of
     3  programs for senior citizens; and
     4     WHEREAS, The proliferation of lottery games has often been
     5  attacked as being confusing and counter-productive to the
     6  continued viability of this revenue source; and
     7     WHEREAS, The possibilities for continuing, maintaining, and
     8  even increasing the scope of these sources of revenue should be
     9  investigated; and
    10     WHEREAS, Other states are now grappling with the subject of
    11  legalized gambling; now therefore be it
    12     RESOLVED, That the Chairman of the Committee on Finance
    13  appoint a subcommittee from among the members of the committee
    14  to conduct an investigation of the operation of the Pennsylvania
    15  State Lottery since its inception and its revenue generating
    16  capacity and of the advisability of permitting additional or
    17  alternate forms of legalized gambling in the Commonwealth; and


     1  be it further
     2     RESOLVED, That the committee may hold hearings, take
     3  testimony and make its investigation at such places as it deems
     4  necessary within this Commonwealth. It may issue subpoenas under
     5  the hand and seal of its chairman commanding any person to
     6  appear before it and to answer questions touching matters
     7  properly being inquired into by the committee and to produce
     8  such books, papers, records and documents as the committee deems
     9  necessary. Such subpoenas may be served upon any person and
    10  shall have the force and effect of subpoenas issued out of the
    11  courts of this Commonwealth. Any person who wilfully neglects or
    12  refuses to testify before the committee or to produce any books,
    13  papers, records or documents, shall be subject to the penalties
    14  provided by the laws of the Commonwealth in such case. Each
    15  member of the committee shall have power to administer oaths and
    16  affirmations to witnesses appearing before the committee; and be
    17  it further
    18     RESOLVED, That within 30 calendar days after the committee
    19  has made its report, the chairman of the committee shall cause a
    20  report of all expenses incurred by the committee, or the members
    21  thereof, which are payable at Commonwealth expense, to be filed
    22  with the Speaker of the House and the Speaker shall cause the
    23  same to be entered in the journal thereof. No expenses incurred
    24  by the committee or any member thereof shall be reimbursable by
    25  the Chief Clerk unless such expense shall first have been
    26  included as an expense item in the record heretofore required;
    27  and be it further
    28     RESOLVED, That the committee report its findings to the
    29  General Assembly as soon as possible.
