HOUSE RESOLUTION

No. 127 Session of 1975


        INTRODUCED BY MESSRS. BELLOMINI AND DiCARLO, JULY 2, 1975

        AS AMENDED IN THE HOUSE OF REPRESENTATIVES, JULY 23, 1975

                           In the House of Representatives, July 2, 1975

     1     WHEREAS, The Erie Port Authority has stopped providing
     2  services to some P.U.C. licensees. This action may force these
     3  licensees to stop providing to necessary public services. An
     4  investigation is necessary to determine the reasons of the Erie
     5  Port Authority for stopping services and to determine how to
     6  insure that the services of the P.U.C. licensees will be
     7  continued; therefore be it
     8     RESOLVED, That the Speaker of the House of Representatives of  <--
     9  the Commonwealth of Pennsylvania appoint a select committee of
    10  five members; three from the majority and two from the minority
    11  TRANSPORTATION COMMITTEE OF THE HOUSE OF REPRESENTATIVES IS       <--
    12  DIRECTED to investigate the actions of the Erie Port Authority,
    13  and to find a solution to the problem created by the cessation
    14  of services to P.U.C. licensees; and be it further
    15     RESOLVED, That the committee may hold hearings, take
    16  testimony, and make its investigations at such places as it
    17  deems necessary. It may issue subpoenas under the hand and seal
    18  of its chairman commanding any person to appear before it and to

     1  answer questions touching matters properly being inquired into
     2  by the committee and to produce such books, papers, records and
     3  documents as the committee deems necessary. Such subpoenas may
     4  be served upon any person and shall have the force and effect of
     5  subpoenas issued out of the courts of this Commonwealth. Any
     6  person who wilfully neglects or refuses to testify before the
     7  committee or to produce any books, papers, records or documents,
     8  shall be subject to the penalties provided by the laws of the
     9  Commonwealth in such case. Each member of the committee shall
    10  have power to administer oaths and affirmations to witnesses
    11  appearing before the committee; and be it further
    12     RESOLVED, That within 30 calendar days after the committee
    13  has made its report, the chairman of the committee shall cause a
    14  record of all expenses incurred by the committee, or the members
    15  thereof, which are payable at Commonwealth expense, to be filed
    16  with the Speaker of the House and the Speaker shall cause the
    17  same to be entered in the journal thereof. No expenses incurred
    18  by the committee or any member thereof shall be reimbursable by
    19  the Chief Clerk unless such expense shall first have been
    20  included as an expense item in the record heretofore required;
    21  and be it further
    22     RESOLVED, That the committee report its findings and proposed
    23  legislation, if such be necessary, to the General Assembly as
    24  soon as possible.
