           AND ARTY, JANUARY 19, 1981

        AS AMENDED ON SECOND CONSIDERATION, IN SENATE, MAY 4, 1982

                                  A SUPPLEMENT

     1  To the act of April 11, 1974 (P.L.252, No.62), entitled "An act
     2     authorizing the indebtedness, with approval of the electors,
     3     of one hundred million dollars for the repair, reconstruction
     4     and rehabilitation of nursing homes and providing the
     5     allotment of proceeds from borrowing hereunder," authorizing,
     6     with approval of the electors, part of the funds for nursing
     7     homes to be used for loans to repair, reconstruct and
     8     rehabilitate PERSONAL CARE boarding homes.                     <--

     9     The General Assembly of the Commonwealth of Pennsylvania
    10  hereby enacts as follows:
    11     Section 1.  The question of using the sum of up to
    12  $50,000,000 for loans for the repair, reconstruction AND          <--
    13  REHABILITATION of PERSONAL CARE boarding homes from the           <--
    14  $100,000,000 for nursing homes shall be submitted to the
    15  electors at the next primary, municipal or general election       <--
    16  following enactment of this act.
    17     Section 2.  The Secretary of the Commonwealth shall forthwith
    18  certify the question to the county boards of election.
    19     Section 3.  The question shall be in substantially the
    20  following form:

     1     Do you favor the use of up to $50,000,000
     2     previously authorized for nursing homes
     3     to also be used for loans to repair,
     4     reconstruct and rehabilitate PERSONAL CARE boarding homes?     <--
     5     Section 4.  The election shall be conducted in accordance
     6  with the act of June 3, 1937 (P.L.1333, No.320), known as the
     7  "Pennsylvania Election Code," except that the time limits for
     8  advertisement of notice of the election may be waived as to the
     9  question.
    10     Section 5.  Proceeds of borrowing shall be used through loans
    11  to provide for repairs, reconstruction and rehabilitation of
    12  nursing homes and PERSONAL CARE boarding homes necessary to       <--
    13  insure compliance with State and Federal safety standards AS      <--
    14  PROVIDED BY LAW.
    15     Section 6.  This act shall take effect immediately.
