HOUSE RESOLUTION

           PISTELLA, HASAY, CIVERA AND BURNS, MAY 27, 1987

        REFERRED TO COMMITTEE ON RULES, JUNE 1, 1987

                                  A RESOLUTION

     1  Establishing a select committee to investigate the diverse
     2     contract-bidding requirements and contract-letting procedures
     3     of the Commonwealth's various departments and agencies.

     4     WHEREAS, This House of Representatives is aware that the
     5  contract-bidding and contract-letting practices of the various
     6  Commonwealth departments and agencies are diverse and not always
     7  in compliance with the General Assembly's guidelines as
     8  evidenced by the actions of the State Lottery, the Department of
     9  Transportation, the Department of General Services and others;
    10  and
    11     WHEREAS, This House of Representatives deems it a matter of
    12  high priority to bring order out of the seeming chaos and
    13  confusion surrounding the diverse contract-bidding and letting
    14  procedures of the various Commonwealth departments and agencies;
    15  therefore be it
    16     RESOLVED, That the House of Representatives authorize the
    17  appointment of a select committee to investigate the contract-
    18  bidding and letting procedures of the Commonwealth's various

     1  departments and agencies; and be it further
     2     RESOLVED, That the committee is authorized to hire such staff
     3  and assistants as it deems necessary and the fees and expenses
     4  incurred by the committee shall be paid from accounts under the
     5  control of the Chief Clerk in an amount not to exceed $50,000;
     6  and be it further
     7     RESOLVED, That all expenditures from the $50,000 shall be
     8  authorized by a majority vote of the committee, and the chairman
     9  shall make a monthly report of all such expenditures to each
    10  member of the committee; and be it further
    11     RESOLVED, That the select committee report its findings and
    12  recommendations to the House of Representatives within one year.
