HOUSE RESOLUTION

        INTRODUCED BY CIVERA, ARTY, SPITZ, MICOZZIE, FREIND AND GANNON,

        REFERRED TO COMMITTEE ON RULES, JUNE 29, 1981

                          In the House of Representatives, June 29, 1981

     1     WHEREAS, Conrail has announced its intention to discontinue
     2  operation of commuter trains in the five-county area serviced by
     3  the Southeastern Pennsylvania Transportation Authority (SEPTA)
     4  at the end of August 1981; and
     5     WHEREAS, One hundred and twenty-four thousand people rely on
     6  these commuter lines daily to ride to and from their place of
     7  employment; and
     8     WHEREAS, Alternative forms of transportation would exacerbate
     9  traffic congestion and air pollution problems and create
    10  additional expenses for commuters; and
    11     WHEREAS, The discontinuation of these trains would represent
    12  a broken commitment to mass transportation in urban and suburban
    13  areas as an economical and publicly desirable mode of
    14  transportation; and
    15     WHEREAS, The Reagan administration has indicated that
    16  responsibility for the operation of these commuter lines may
    17  eventually be given to Amtrak; therefore be it

     1     RESOLVED That the House of Representatives of the
     2  Commonwealth of Pennsylvania express its support for the
     3  continued operation of these commuter rail lines which remain
     4  the most viable and efficient form of mass transit; and be it
     5  further
     6     RESOLVED, That the House implore Federal, State and local
     7  officials to devise and implement a short term solution to keep
     8  the rail lines open; and be it further
     9     RESOLVED, That the House memorialize the President and the
    10  Congress of the United States to address those conflicts between
    11  labor and management that impact on the operation of the
    12  commuter rail lines and the proposed dissolution of Conrail; and
    13  be it further
    14     RESOLVED, That a copy of this resolution be transmitted to
    15  the President, Speaker of the House of Representatives and
    16  President pro tempore of the Senate of the United States
    17  Congress, to each Congressman and Senator from Pennsylvania, and
    18  to the appropriate State and local officials.
