        AS REPORTED FROM COMMITTEE ON CONSUMER AFFAIRS, HOUSE
           OF REPRESENTATIVES, AS AMENDED, FEBRUARY 13, 1985

                                     AN ACT

     1  Amending Title 66 (Public Utilities) of the Pennsylvania
     2     Consolidated Statutes, further providing that the transcript
     3     of public hearings be considered part of the record in
     4     proceedings before the commission.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 332(d) of Title 66 of the Pennsylvania
     8  Consolidated Statutes is amended to read:
     9  § 332.  Procedures in general.

    11     (d)  Record, briefs and argument.--The transcript of a public
    12  input hearing, the transcript of testimony and exhibits,
    13  together with all papers and requests filed in the proceeding,
    14  constitutes the exclusive record for decision, and shall be
    15  available for inspection by the public. Briefing and oral


     1  argument shall be held in accordance with rules established by
     2  the commission. For the purpose of this section, a public input
     3  hearing is a hearing held in the service area at which the
     4  ratepayers may offer testimony, written or otherwise, relating
     5  to any matter which has a bearing on the tariff request           <--
