HOUSE RESOLUTION

No. 82 Session of 1989


        INTRODUCED BY SALOOM, LaGROTTA, HALUSKA, BUNT, TIGUE, ROBINSON,
           DALEY, TRELLO, COHEN, LASHINGER, PISTELLA, MELIO, STABACK,
           DISTLER, HAGARTY, VEON, McVERRY AND COLAFELLA, APRIL 18, 1989

        REFERRED TO COMMITTEE ON RULES, APRIL 18, 1989

                                  A RESOLUTION

     1  Providing for the appointment of a special committee to
     2     investigate surrogate mothering.

     3     WHEREAS, The concept of surrogate parenting is undergoing a
     4  critical public, ethical and legal review; and
     5     WHEREAS, The legal issues surrounding surrogate parenting are
     6  complex; and
     7     WHEREAS, Existing laws of this Commonwealth are inadequate to
     8  meet the questions and issues involved in surrogate parenting;
     9  and
    10     WHEREAS, The Commonwealth should have comprehensive and
    11  thorough laws to govern all aspects of surrogate parenting;
    12  therefore be it
    13     RESOLVED, That the Speaker of the House of Representatives
    14  appoint a select committee of House members, five from the
    15  majority party and four from the minority party, to study and
    16  investigate all aspects of surrogate parenting and to recommend
    17  appropriate legislation on the subject of surrogate parenting;


     1  and be it further
     2     RESOLVED, That the committee may hold hearings, take
     3  testimony and make its investigations at such places as it deems
     4  necessary in this Commonwealth. Each member of the committee
     5  shall have power to administer oaths and affirmations to
     6  witnesses appearing before the committee; and be it further
     7     RESOLVED, That within 30 calendar days after the committee
     8  has made its report, the chairman of the committee shall cause a
     9  record of all expenses incurred by the committee, or the members
    10  thereof, which are payable at Commonwealth expense, to be filed
    11  with the Speaker of the House and the Speaker shall cause the
    12  record to be entered in the journal. No expenses incurred by the
    13  committee or any member thereof shall be reimbursable by the
    14  Chief Clerk unless the expense has first been included as an
    15  expense item in the record filed; and be it further
    16     RESOLVED, That the committee make a report of its findings
    17  and recommendations to the House of Representatives as soon as
    18  possible.
