                                  A RESOLUTION

     1  Objecting to the use by the Department of Public Welfare of a
     2     centralized eligibility unit for subsidized day care.

     3     WHEREAS, Pennsylvania has consistently supported the concept
     4  of publicly subsidized day care to enable parents to work or
     5  receive job training; and
     6     WHEREAS, The House of Representatives wishes to assure that
     7  parents are able to secure and retain employment and training
     8  opportunities; and
     9     WHEREAS, Determination of eligibility is a crucial feature of
    10  the day care system; and
    11     WHEREAS, The Department of Public Welfare by administrative
    12  fiat has created a centralized eligibility unit for subsidized
    13  day care; and
    14     WHEREAS, The estimated cost of the centralized eligibility
    15  unit is $1.8 million, more than three times the original
    16  estimated cost; and


     1     WHEREAS, The centralized eligibility unit has not been
     2  responsive to parents, day care providers or employers; and
     3     WHEREAS, The centralized eligibility unit has an error rate
     4  in some counties exceeding 60%; therefore be it
     5     RESOLVED, That the House of Representatives object to the
     6  current policy of the Department of Public Welfare and the
     7  Office of Children, Youth and Families which continues a
     8  centralized eligibility system that harasses parents and is
     9  costly to employers and taxpayers; and be it further
    10     RESOLVED, That the Department of Public Welfare return
    11  eligibility determination for subsidized day care to the local
    12  level where the program can be managed in a more cost-effective
    13  manner and in a manner more responsive to parents and employer
    14  needs; and be it further
    15     RESOLVED, That a copy of this resolution be transmitted to
    16  the Secretary of Public Welfare.
