HOUSE RESOLUTION

                         In the House of Representatives, March 19, 1975

     1     WHEREAS, It has become a national goal to reduce our national
     2  dependence on imported oil, to take actions to forestall
     3  inflation and to achieve greater independence in meeting
     4  domestic energy needs; and
     5     WHEREAS, To assist the Nation in meeting its energy goals,
     6  the automobile manufacturers have committed themselves to a 40%
     7  improvement in the aggregate fuel economy of new cars by 1980;
     8  and
     9     WHEREAS, The Clean Air Act now requires additional future
    10  reductions of automotive emissions which, if retained, will
    11  seriously jeopardize the industry's ability to reach a 40%
    12  improvement in fuel economy, increase costs of new cars to
    13  purchasers and contribute to inflation; and
    14     WHEREAS, Automotive emissions have already been reduced by
    15  90% on 1975 models when compared to an uncontrolled vehicle and
    16  technological advances by the car manufacturers for their 1975
    17  products already have resulted in substantial improvement in gas


     1  mileage; and
     2     WHEREAS, Recent studies of the Clean Air Act conducted by the
     3  National Academy of Science and jointly by the Massachusetts
     4  Institute of Technology, Harvard University and Columbia
     5  University failed to identify a scientific basis upon which the
     6  act requires a reduction in automotive emissions beyond current
     7  1975 levels; and
     8     WHEREAS, There is no assurance that the substantial
     9  additional cost that will be incurred in meeting the future
    10  vehicle emission standards in the Clean Air Act will yield
    11  corresponding benefits in air quality or to car owners or
    12  society generally; therefore be it
    13     RESOLVED, That the House of Representatives of the
    14  Commonwealth of Pennsylvania respectfully urges the Congress of
    15  the United States to amend the Clean Air Act to maintain the
    16  1975 automotive emission requirements through 1980; and be it
    17  further
    18     RESOLVED, That copies of this resolution be transmitted
    19  forthwith by the Speaker of the House of Representatives to the
    20  President of the United States, the presiding officer of each
    21  branch of Congress and to the members thereof from this State.
