        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 24, 2003

                                  A RESOLUTION

     1  Designating the week of March 2 through 8, 2003, as
     2     "Pennsylvania One Call System Week."

     3     WHEREAS, As excavators and contractors work to keep pace with
     4  the Commonwealth's unprecedented economic development, it is
     5  important to minimize damage to underground utility lines,
     6  danger to workers and environmental pollution and loss of
     7  utility service to our citizens; and
     8     WHEREAS, Pennsylvania One Call System, Inc., a utility
     9  service information center, is key to preventing injuries and
    10  damage when digging; and
    11     WHEREAS, This unique service provides easy, one-call
    12  notification about construction and excavation projects that may


     1  endanger workers and jeopardize utility lines, while also
     2  promoting public safety, reducing underground utility damages,
     3  minimizing utility service interruptions and protecting the
     4  environment; and
     5     WHEREAS, This vital service, which began with only six
     6  utility companies in western Pennsylvania and the City of
     7  Pittsburgh, now serves more than 100,000 members and 2,450 local
     8  governments, authority and utility company members; and
     9     WHEREAS, Each year the Pennsylvania One Call System transmits
    10  more than 5 million notifications, providing protection to
    11  utility companies, their employees and customers; therefore be
    12  it
    13     RESOLVED, That the House of Representatives designate the
    14  week of March 2 through 8, 2003, as "Pennsylvania One Call
    15  System Week," and encourage all Pennsylvanians to call 1-800-
    16  242-1776 before digging in order to avoid injury, protect our
    17  environment and prevent millions of dollars in damages and
    18  remind diggers that three working days' notice is the law.
