           BIRMELIN, CLYMER, CREIGHTON, EGOLF, FAIRCHILD, FEESE,
           FICHTER, FORCIER, GEIST, HERSHEY, HUTCHINSON, LEH, LEWIS,
           METCALFE, S. MILLER, SATHER, R. STEVENSON, TRUE, TURZAI AND
           WILT, FEBRUARY 24, 2003

                                  A RESOLUTION

     1  Memorializing the Congress of the United States to enact the
     2     President's 2003 economic growth and tax relief plan.

     3     WHEREAS, The President of the United States has proposed an
     4  economic growth and tax relief plan designed to strengthen the
     5  American economy and deliver critical help to unemployed
     6  citizens; and
     7     WHEREAS, The President's plan removes the double taxation on
     8  dividends, speeds up tax cuts already passed in 2001, increases
     9  business expensing and helps unemployed workers in order to
    10  speed up economic recovery and encourage job creation; and
    11     WHEREAS, Over 50% of the population invests in the stock
    12  market, and senior citizens receive 50% of dividend payments;
    13  and
    14     WHEREAS, A strong stock market benefits all Americans; and
    15     WHEREAS, Everyone who invests in the stock market and
    16  receives dividend income, especially senior citizens, will

     1  benefit from the elimination of the double taxation on
     2  dividends; and
     3     WHEREAS, Everyone who pays taxes, especially middle-income
     4  Americans, will receive additional relief by the accelerated
     5  reduction of the marriage penalty tax, a faster increase in the
     6  child tax credit and the immediate implementation of the new,
     7  lower 10% tax bracket; and
     8     WHEREAS, Every small business owner who purchases equipment
     9  will benefit greatly from the increase in expensing limits from
    10  $25,000 to $75,000, which in turn will help grow business, allow
    11  for capital reinvestment and create jobs; therefore be it
    12     RESOLVED, That the House of Representatives of the
    13  Commonwealth of Pennsylvania memorialize the Congress of the
    14  United States to enact the President's 2003 economic growth and
    15  tax relief plan.
