A RESOLUTION
Urging the President of the United States to prioritize the
development and utilization of safe and reliable pipelines
for energy transport.
WHEREAS, Federal and state agencies are responsible for
permitting, regulating and inspecting pipeline infrastructure to
ensure the safety of the community and surrounding environment;
and
WHEREAS, Pipelines are the physical interconnected series of
pipes and control mechanisms used in the gathering, processing,
transmission and distribution of energy products; and
WHEREAS, Energy products, including, but not limited to,
natural gas, liquid petroleum, liquefied gases, crude oil,
diesel fuel, home heating oil, kerosene, hydrogen, aviation and
jet fuels, petrochemical feedstocks and hazardous materials, can
be transported through their respective pipelines; and
WHEREAS, Construction of pipelines promotes the movement of
liquid and gas energy forms in a reliable, safe and cost-
effective manner; and

WHEREAS, The United States has more than 2.6 million miles of
pipelines that safely deliver trillions of cubic feet of natural
gas and hundreds of billions of tons of liquid petroleum
products each year; and
WHEREAS, Pipelines are used to transport energy from the
point of production to the end user; and
WHEREAS, Operating pipelines reduces the reliance on more
carbon-intensive modes of energy transportation, making
pipelines an environmentally beneficial method of
transportation; and
WHEREAS, Emerging technologies such as hydrogen and carbon
capture help reduce emissions in our energy sector but require a
pipeline network to operate; and
WHEREAS, Energy demands are increasing, indicating a greater
need for the construction and safe development of transporting
these integral sources within our Commonwealth and bordering
states; and
WHEREAS, Expansion of pipeline infrastructure networks
ensures that Pennsylvania maintains its status as an energy
leader today and for future generations; and
WHEREAS, Pipelines are the safest method to transport energy
products over long distances and in high quantities; and
WHEREAS, Transporting energy products through pipelines
results in fewer injuries and deaths and less environmental
damage; and
WHEREAS, Energy products traveling through pipelines reach
their final destination without incident 99.999% of the time;
and
WHEREAS, Expanding a safe, secure and stable method of energy
transport through pipelines is imperative for protecting our

citizens and environment, in addition to promoting national
security and American energy independence; and
WHEREAS, Pipeline development creates sustainable short-term
and long-term employment opportunities for trade and union
workers; and
WHEREAS, According to data from the North American Industry
Classification System, nationally in 2019 there were 183,700 oil
and gas pipeline and related structures construction jobs and
51,200 pipeline transportation jobs; and
WHEREAS, Pipeline structures are vital to the underlying
economy, especially to the oil and natural gas industries; and
WHEREAS, Employment in the oil and gas pipeline and related
structures construction jobs generated $18.4 billion in labor
income, with value of $20.5 billion added to the United States
economy; and
WHEREAS, In 2019, pipeline transportation jobs reflected
$43.3 billion in labor income, with value of $50.5 billion added
to the United States economy; and
WHEREAS, Promoting pipeline expansion with Pennsylvania's
rigorous safety standards helps mitigate risks of transporting
energy through other methods that may have higher incident
rates; and
WHEREAS, Enabling the safe movement of energy through
pipelines promotes the health and well-being of our citizens and
environment; and
WHEREAS, Unleashing and expanding pipeline production
reflects greater security, safety and independence of domestic
American energy; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the President of the United
