HOUSE RESOLUTION

        INTRODUCED BY RITTER, TOLL, PARKER, MUSTO, McLANE, CRAWFORD AND
           ZEARFOSS, MARCH 10, 1975

        REFERRED TO COMMITTEE ON RULES, MARCH 11, 1975

                         In the House of Representatives, March 10, 1975

     1     WHEREAS, There is a great need for a closer Federal-State
     2  economic relationship, due to the serious recessionary period
     3  which our Nation is now experiencing; and
     4     WHEREAS, The General Assembly needs to be better informed on
     5  economic matters in order to properly align Federal and State
     6  priorities in an effort to enable the citizens of Pennsylvania
     7  to cope with these trying economic conditions; and
     8     WHEREAS, Important deliberations should be initiated
     9  immediately at the State level as to the varied factors that
    10  contribute to our economic ills such as employment, inflation,
    11  utilization of resources, regulatory and procurement policies
    12  and grant-in-aid expenditures; therefore be it
    13     RESOLVED, That the Committee on Federal State Relations shall
    14  undertake a study of the Nation's economy from the State point
    15  of view; and be it further
    16     RESOLVED, That the committee may hold public hearings, take
    17  testimony and make its study at such places as it deems


     1  necessary within this Commonwealth. It may issue subpoenas under
     2  the hand and seal of its chairman commanding any person to
     3  appear before it and answer questions touching matters properly
     4  being inquired into by the committee and to produce such books,
     5  papers, records, and documents as the committee deems necessary.
     6  Such subpoenas may be served upon any person and shall have the
     7  force and effect of subpoenas issued out of the courts of this
     8  Commonwealth. Any person who wilfully neglects or refuses to
     9  testify before the committee or to produce any books, papers,
    10  records or documents, shall be subject to the penalties provided
    11  by the laws of this Commonwealth in such case. Each member of
    12  the committee shall have power to administer oaths and
    13  affirmations to witnesses appearing before the committee; and be
    14  it further
    15     RESOLVED, That the committee shall reports its findings,
    16  together with its recommendations, for appropriate legislation
    17  or otherwise, to the House of Representatives as soon as its
    18  study is completed.
