                                  A RESOLUTION

     1  To encourage agricultural export development.

     2     WHEREAS, Agriculture represents this Commonwealth's number-
     3  one industry, producing over $3.5 billion of annual cash
     4  receipts for 1991, the most recent reporting year; and
     5     WHEREAS, Agriculture encompasses more than production of food
     6  and fiber; it includes production of hardwoods, food processing
     7  and marketing; equipment and implement sales, agronomic
     8  supplies, livestock fee; breeding, raising and sales of horses
     9  and equipment; the raising, breeding and sales of companion
    10  animals; and the commerce of agricultural products between
    11  states and countries; and
    12     WHEREAS, Pennsylvania enjoys many factors which make it a
    13  favorable location for domestic and international trade of
    14  agricultural goods; and

     1     WHEREAS, Current efforts to improve export of Commonwealth
     2  goods, especially agricultural commodities such as processed
     3  food, have not focused upon this Commonwealth's agricultural
     4  operations, which are relatively small in size and lack the
     5  resources of larger multinational businesses; and
     6     WHEREAS, The Pennsylvania Export Partnership Program was
     7  established in the 1991-1992 legislative session to further
     8  development of Commonwealth products abroad with special
     9  emphasis on small- and medium-sized firms; therefore be it
    10     RESOLVED, That the House of Representatives affirm the
    11  importance of agricultural exports by the following actions:
    12         (1)  by recommending that the Governor seek from the
    13     General Assembly an appropriation to the Department of
    14     Commerce to be placed in the Regional Export Matching Grant
    15     Program for the regional stimulation of international
    16     agricultural exports; and
    17         (2)  by the passage of additional legislation to indicate
    18     the use of these funds for agricultural export development
    19     and the promulgation of regulations pursuant thereto;
    20  and be it further
    21     RESOLVED, That the House of Representatives support full
    22  funding for the activity of the Pennsylvania Export Partnership
    23  Advisory Board as the catalyst for improved agricultural export
    24  for Commonwealth producers and agricultural processors; and be
    25  it further
    26     RESOLVED, That the House of Representatives appoint a
    27  bipartisan select committee, determined by the Speaker and
    28  Minority Leader, to monitor the startup of the Export
    29  Partnership Advisory Board, to evaluate the effectiveness of the
    30  programs within the Commonwealth related to exporting and to

     1  make recommendations to the Governor and the General Assembly
     2  for improvement of the various exporting programs by September
     3  1, 1994.
