        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           FEBRUARY 8, 2005

                                  A RESOLUTION

     1  Recognizing March 24, 2005, as "World TB Day" in Pennsylvania.

     2     WHEREAS, On March 24, 1882, Robert Koch announced his
     3  discovery of the tuberculosis bacillus, paving the way for the
     4  control and potential elimination of this disease; and
     5     WHEREAS, Around the turn of the 20th century tuberculosis
     6  raged in the United States and Europe, killing one in seven
     7  people; and
     8     WHEREAS, Effective antituberculosis drugs did not appear
     9  until the 1950s; and
    10     WHEREAS, Since Koch's discovery in 1882, over 200 million


     1  people around the world have died of tuberculosis, and each year
     2  the disease kills between 2 to 3 million people; and
     3     WHEREAS, Poor treatment practices and inadequate tuberculosis
     4  control activities contribute to the global spread of this
     5  infectious disease; and
     6     WHEREAS, Tuberculosis is a leading killer of women and kills
     7  more youths and adults than any other infectious disease; and
     8     WHEREAS, Tuberculosis is easily prevented and inexpensively
     9  treated if caught early; however, if left untreated, one person
    10  with tuberculosis will, on the average, infect 10 to 15 people
    11  per year; and
    12     WHEREAS, Tuberculosis has become a deadly fellow traveler
    13  with AIDS, with each disease speeding up the progress of the
    14  other; and
    15     WHEREAS, Persons who are HIV-positive are 30 times more
    16  likely to become sick with tuberculosis than persons who are
    17  HIV-negative; and
    18     WHEREAS, Tuberculosis continues to be a public health problem
    19  in many locations in Pennsylvania; and
    20     WHEREAS, "World TB Day" has become a major international
    21  health event and a worldwide call to action for improved
    22  treatment and prevention of tuberculosis; and
    23     WHEREAS, In 2005 the United Nations again observes the event;
    24  and
    25     WHEREAS, There is renewed interest and hope in defeating
    26  tuberculosis; therefore be it
    27     RESOLVED, That the House of Representatives recognize March
    28  24, 2005, as "World TB Day" in Pennsylvania.
