A RESOLUTION

Amending the General Operating Rules of the House of

Representatives, further providing for standing committees

3

and subcommittees and tabling.

RESOLVED, That the eighth and ninth paragraphs of Rule 43 of

5

the General Operating Rules of the House of Representatives be

6

amended to read:

Standing Committees and Subcommittees

Twenty-four standing committees of the House, each to consist

11

of [25] 24 members except the Committee on Appropriations, which

12

shall consist of 35 members, are hereby created. In addition,

13

there are hereby created 46 standing subcommittees.

All standing committees shall consist of 15 members of the

15

majority party and [10] nine members of the minority party,

16

except the Committee on Appropriations which shall consist of 21

17

members of the majority party and 14 members of the minority

18

party. The quorum for each of the standing committees and

19

subcommittees shall be no less than the majority of said

committees. The following are the standing committees and

subcommittees thereof:

RESOLVED, That the fifth paragraph of Rule 45 be amended to

read:

No committee report, except a report of the Appropriations

Committee, shall be recognized by the House, unless the same has

12

been acted upon by a majority vote of the members of a standing

13

committee present at a committee session actually assembled and

14

meeting as a committee, provided such majority vote numbers at

15

least [11] ten members, and provided further a quorum is

16

present. No committee report of the Appropriations Committee

17

shall be recognized by the House, unless the same has been acted

18

upon by a majority vote of the members of such committee present

19

at a committee session actually assembled and meeting as a

20

committee, provided such majority vote numbers at least 16

21

members, and provided further a quorum is present.

RESOLVED, That Rule 59 be amended to read:

Lay on the Table

26

A motion to lay on the table is debatable by the Majority

27

Leader[,] and the Minority Leader[, the maker of the motion, the

28

maker of the amendment under consideration and the prime sponsor

29

of the bill under consideration]. It is not subject to amendment

30

and carries with it the main question and all other pending

questions which adhere to it, except when an appeal is laid on

2

the table. The passage of a motion to lay an amendment on the

3

table shall not cause the subject bill or resolution and all

4

other amendments to be laid on the table.
