AMENDMENTS TO SENATE RESOLUTION NO. 234

Amend Resolution, page 1, by inserting between lines 4 and 5
WHEREAS, Article I, section 8 of the Constitution of the
United States authorizes the Congress of the United States to
establish uniform rules regarding the naturalization and
immigration of individuals to the United States; and
Amend Resolution, page 2, lines 2 and 3, by striking out "and
the Biden Administration has put our national security at risk"
Amend Resolution, page 2, line 4, by inserting after
"WHEREAS,"
Dating back to several previous administrations,
Amend Resolution, page 2, line 6, by striking out "fentanyl"
Amend Resolution, page 2, line 6, by inserting after "deaths"
relating to drug trafficking
Amend Resolution, page 2, line 7, by inserting after
"border,"
the treatment of unaccompanied minors
Amend Resolution, page 2, lines 9 through 13, by striking out
all of said lines and inserting
WHEREAS, It is settled law that the Federal Government, not
any individual state, has legal authority to enforce border
security and immigration; and
WHEREAS, On January 22, 2024, the United States Supreme Court
granted the Biden Administration's request to vacate the Fifth
Circuit Court of Appeals' injunction in a case that prevented
the Biden Administration from removing razor wire placed along
the Texas border with Mexico by Texas state authorities; and
WHEREAS, The United States Senate is set to consider a
proposed amendment to H.R. 815, "The National Security and

Border Act, 2024"; and
WHEREAS, The United States Senate's proposal is a bipartisan
effort intended, in part, to overhaul the immigration system as
well as provide humanitarian aid; and
WHEREAS, The United States Senate's proposal includes more
than $20 billion for security at the southern border to increase
immigration restrictions and enforcement and implement new
migrant policies; and
WHEREAS, The United States Senate's proposal will be the
first major overhaul of the country's immigration system in many
years; and
Amend Resolution, page 2, line 16, by striking out "therefore
be it" and inserting
and
WHEREAS, In this Commonwealth, our duty is to follow the
decisions of the United States Supreme Court and acknowledge the
supremacy of the Federal jurisdiction, as enshrined in the
Constitution of the United States, as ratified by the people of
the United States; therefore be it
Amend Resolution, page 2, lines 22 through 25, by striking
out all of said lines and inserting
RESOLVED, That the Senate of the Commonwealth of Pennsylvania
urge the United States Senate and the United States House of
Representatives to enact bipartisan immigration reform as early
as possible; and be it further
