AMENDMENTS TO HOUSE BILL NO. 842

Amend Bill, page 2, by inserting between lines 21 and 22
"State-related university." The term shall have the same
meaning as the term "state-related institution" in section 102
of the act of February 14, 2008 (P.L.6, No.3), known as the
Right-to-Know Law.
Amend Bill, page 2, line 24, by striking out " IF A State
grant or loan AGREEMENT" and inserting
(a) Minimum provisions.--If a State grant or loan agreement

(b) Required terms for grant support to institutions of
higher education.--No amount of money appropriated to the
Department of Education for grant support to institutions of
higher education in this Commonwealth for the 2023-2024 fiscal
year may be awarded as a State grant or loan to a State-related
university unless the statute enacting the appropriation
received a vote of two-thirds of all members elected to each
House in accordance with section 30 of Article III of the
Constitution of Pennsylvania.
