a program operated by a municipality under an ordinance or
resolution adopting health and safety standards consistent with
the minimum standards for municipal recreation programs for
preschool-aged children as provided in the Pennsylvania
Recreation and Park Society Protocol for Public Preschool
Recreation Programs adopted on October 22, 2021.
