RECOVERY" and inserting
that provides drug and alcohol treatment or recovery
supports

"PRIORITY SHALL BE GIVEN TO LOCAL WORKFORCE DEVELOPMENT" in line
19 and all of lines 20 through 24 and inserting
The department shall establish priority workforce areas
