Section 5.1. Title 35 is amended by adding a section to
read:
§ 7388. Online training for firefighters.
(a) General rule.--Under section 2413 of the act of March 4,
1971 (P.L.6, No.2), known as the Tax Reform Code of 1971, the
Office of the State Fire Commissioner shall establish guidelines
for the use of money deposited into the Online Training Educator
and Training Reimbursement Account and dedicated for the
purposes of developing, delivering and sustaining training
programs for firefighters. The guidelines shall provide that the
money be used for online training for volunteer and career
firefighters and shall include, at a minimum, the following:
(1) Participation in the training shall be on a
voluntary basis.
(2) The training shall be offered free of charge.
(3) The training shall be incorporated into the Train PA
system.
(b) Prioritization.--In establishing online training
courses, the commissioner shall prioritize specific topics.

(c) Certificate of completion.--The commissioner shall
provide a certificate of completion to an individual who
successfully completes an online training program.
(d) Publication.--The Office of the State Fire Commissioner
shall post a complete listing of the available online training
courses on the office's publicly accessible Internet website.
Section 5.2. Section 7416(f) of Title 35 is amended by
adding a paragraph to read:
§ 7416. Funds.

(f) Use.--Funds of any volunteer firefighters' relief
association may be spent:

(18) To defray the cost of obtaining or renewing a
commercial driver's license under 75 Pa.C.S. Ch. 16 (relating
to commercial drivers) for a volunteer firefighter who is a
resident of this Commonwealth to operate a fire or emergency
vehicle registered to the fire department or municipality.
Section 5.3. Sections 7501, 7502, 7503, 7504, 7511, 7512,
7513, 7514 and 7515 of Title 35 are amended to read:
