20Section 4. (a) Upon the first passage by the General
21Assembly of the proposed constitutional amendment under section
222, the Secretary of the Commonwealth shall proceed immediately
23to comply with the advertising requirements of section 1 of
24Article XI of the Constitution of Pennsylvania and shall
25transmit the required advertisements to two newspapers in every
1county in which such newspapers are published in sufficient time
2after passage of the proposed constitutional amendment under
3section 2.
4(b) Upon the second passage by the General Assembly of the
5proposed constitutional amendment under section 2, the Secretary
6of the Commonwealth shall proceed immediately to comply with the
7advertising requirements of section 1 of Article XI of the
8Constitution of Pennsylvania and shall transmit the required
9advertisements to two newspapers in every county in which such
10newspapers are published in sufficient time after passage of the
11proposed constitutional amendment under section 2. The Secretary
12of the Commonwealth shall submit the proposed constitutional
13amendment under section 2 as a separate ballot question to the
14qualified electors of this Commonwealth at the first primary,
15general or municipal election which meets the requirements of
16and is in conformance with section 1 of Article XI of the
17Constitution of Pennsylvania and which occurs at least three
18months after the proposed constitutional amendment is passed by
19the General Assembly.
